Line Backgrounds
This guide will teach you how to get a background effect like this:
Step One: Open a new file, and made the dimensions 4px by 4px. It'll be really puny, but don't worry about that.
Step Two: Next, use the Magnify tool and magnify it until the size blows up to something like this:

Step Three: Select the Pencil Tool as shown below. The pencil's size should be 1px.

Step Four: With any color you want the lines to be, use the Pencil tool and make it look like this below. All you have to do is click four times.

Step Five: Now we will make it into a pattern. Go to Edit -> Define Pattern. A box will pop up, and click Ok.

Step Six: Now click the Paint Bucket tool, and go up to the menu bar. On the dropdown menu for the Fill, click "Pattern" instead of "Foreground".

Step Seven: Now click the other dropdown menu near it, and select what you see will be the line thing you just made.

The final step is easy. Open any new file, fill it up with a solid background color by selecting "Foreground" again, and then select your pattern and fill over it. :D Congrats! You can then use the image for site backgrounds, or use it creatively in other works. Have fun!
